Fantasy Rules
Army Size: 2800 pts
Lords - Up to 25% (0 to 700)
Heroes - Up to 25% (0 to 700)
Core - 25% or More (700 plus)
Special - Up to 50% (0 to 1400)
Rare - Up to 25% (0 to 700)
Storm of Magic Models/Units - Up to 20% (0 to 560)
To be clear, the SOM is ONLY Monsters/Characters/Units from the Beastiery Section of the book. This does NOT include magic items, spells, etc. Only the units.
Fee: $15.00 Buy In
The Top 2 spots pay out. 1st Place 70% of pool, 2nd Place 30% of pool.
Winning Scores will be the highest points accumulated between battle points, objective points, and painting points. Fees can be paid to me in person or via a Gift on PayPal to bjones8297@verizon.net
A total of 3 games will be played using Random Scenarios. Games will be played within a scheduled time/turn limit that will not exceed a 2.5 hour time slot. Score sheets will need to be turned in within 5 minutes of the ending time for the game, or a negative score will be given.
11am to 11:45am - Registration, table assignments, and Paint judging
12 noon to 2:30pm - Game 1
2:30pm to 3:15pm - Lunch (paint judging)
3:30pm to 6pm - Game 2
6:15pm to 8:30pm - Game 3
Awards directly after clean up
Hooters for Beer directly after that. 
Battle Points by Victory Points
0-300 pts ................... Draw ............................. 10 pts & 10 pts
301-800 pts ............... Squeeked Victory........ 12 pts & 8 pts
801- 1300 pts .............. Minor Victory .............. 14 pts & 6 pts
1301-1800 pts ............ Solid Victory ............... 16 pts & 4 pts
1801-2300 pts ............ Major Victory ............. 18 pts & 2 pts
2301-2800+ pts ......... Massacre ..................... 20 pts & 0 pts
Objective Points for scoring - Up to 4 bonus points per game
Painting not required, but will be worth bonus points towards score. Paint score will be by player votes. Players will score other's armies by ranking them Best to Worst. Each player's total of all rankings will be divided by the number of players. This will be added to the overall score.
General Rules:
No banned models.
GW FAQ's will be used.
All and ANY Dice can only be re-rolled once regardless of rules! So Chosen Deathstar will only be able to re-roll the Eye of the Gods dice once...they are stuck with the result.
Power and Dispel Dice will max out at 12 dice per phase regardless of source with the exception of Skaven Warpstone Tokens, Power Stone, or O&G Mushroom. So, if you roll double sixes for the pool, the the lore of Death attribute is void, Slanns don't get their free die, etc.
Rule decisions by the TO are final.
All Terrain Features will be Mysterious Terrain and determined by a Die roll each game by the players involved.
Terrain Features will be fixed for each game and player's sides will be fixed (no need to roll for sides or terrain deployment).

Bring extra cash as there will be the opportunity to purchase Mulligans (rerolls) and bonus ability cards.
I'm digging through my closet of un-opened items and am donating some things for a door prize raffle. Proceeds go to the event prize pool. If anybody else would like to donate door prizes, please let me know.
Mulligans can be bought $2.00 for one re-roll each, or $5.00 gets you three. They can be used to re-roll any single die during the game at any time. All re-rolls can be used at the same time, during the same game, or spread out through all three games. Still, however, know that re-rolls can not be re-rolled. A "die" is considered any 6 sided "die" used in the game; so it can be a regualar d6, d3, scatter, or artillery die. Once used, they're gone. Not used, same thing.
Bonus ability cards can be bought for $2.00 each or $5.00 for three. These can only be used once, and only one card can be used during a game. Once used, they're gone. Not used, same thing. Bonus cards are randomly chosen. First come, first dealt.

So how about the character types like the Truthsayer or dark emissary or zoat?

Anything from the bestiary section of the SoM book can be taken within that 20% limit.

When else are you going to get the chance to play it.
Players can bring what they want, but this is a "Bill" style tourney in that the scenarios can balance things out.

Question on the Tournament Rule of Max 12 power Dice per phase. You say the power stone doesn't count towards this limit of 12 dice. How about the Tomb King's Scroll of Mighty Incantations? Or the forbidden rod? Or the Tomb King's Hierotitan's bonus D3 per spell?
I'm assuming the Hierotitan would not count towards the cap because they are not power dice. The Scroll of Mighty Incantations would seem okay in my mind too because they are referred o as bonus dice. Here's the FAQ:
Incantations, will a double split between the power dice and the
bonus dice cause the spell to be cast with Irresistible Force? (p63)
A: No, the double must have been rolled on the bonus dice
only.
Q: If a double is rolled on the bonus dice from Neferra’s Scrolls of
Mighty Incantations, but the power dice result in the spell failing
due to the Not Enough Power rule, what happens? (p63)
A: The spell fails and no miscast is caused
