Does anyone know whether the ETC rules are in final yet? Looking at the thread that is posted in this topic, it still looks to me like the ETC rules for this year are not final?
Also, it looks like HE take a hit in this latest version, but there is a lot of complaining about how much of a hit they take. If I get to play in August, I will still take HE, but that's the reason I want to know if the ETC rules are final -- if there will be some changes to the HE rules, it's tough to settle on a list at this point.

They are not final. I'm curious to see if they change for 9th edition. The event organizers for August had said that there would be a cut off date for which version of the rules are used.

As far as I know they are. The ETC captains voted on it and it passed. It will also not change with 9th. The ETC has always had a cutoff date around this timeframe and books/rules and editions are looked until after the ETC event.
